What is the TESDA Online Program (TOP)?

The TESDA Online Program (TOP) is a web-based learning platform created by the Technical Education and Skills Development Authority (TESDA). It offers free online courses focused on technical education and skills development for Filipino workers and learners. It uses information and communication technologies which allows people to learn at their own pace, in their own space, and on their own schedule, making it work well for learners who balance work, family, or overseas commitments.

TOP is also used for blended learning through the Multi-Regional TESDA Online Program (MRTOP), where selected courses combine online lessons with in-person training at TESDA Technology Institutions (TTIs).

Accessing the TESDA Online Program (TOP)

To access the TESDA Online Program (TOP), start by creating a free account on the official website. To do so, simply follow these steps:

Step 1. Go to the TESDA Online Program site, click “Create an Account,” 

Step 2. Agree to the Privacy Notice, and complete the registration form. 

Step 3. A confirmation email will be sent within 10–15 minutes. 

Step 4. Click the activation link to verify your account, then update your profile and you’re ready to enroll in courses.

To enroll, here’s what you need to do:

Step 1. After logging in, click the “Courses” tab or visit https://www.e-tesda.gov.ph/course/.

Step 2. Choose a course category, select your preferred course, and click “Enroll me in this course.” 

Note: Some courses require an enrollment key from TESDA. 

Step 3. Complete the lessons, quizzes, and summative assessment (at least 80% passing score) to generate a Certificate of Completion. 

Note: For formal credentials, you may take a face-to-face assessment to earn a National Certificate (NC) or Certificate of Competency (COC). 

You can also use the TESDA Online Program mobile app to study on your phone and download courses for offline learning, which is helpful if your internet access is limited.

Fees and Other Costs

There are no tuition fees or enrollment charges when you study through the TOP. The courses are 100% free and accessible to all Filipinos. However, while the program itself doesn’t cost money, there are optional or indirect costs you may encounter. Your internet data, your own device, optional assessment fees for NC/COC, and travel if you take in-person assessments may all cost money so if you’re on a tight budget, you.may want to focus on completing online lessons and earning your Certificate of Completion, to add value to your résumé at zero cost.
