The short answer: Yes. The Technical Education and Skills Development Authority (TESDA) issues a digital Certificate of Completion (e-Certificate) for finished courses under the TESDA Online Program (TOP). These certificates are downloadable and often come with QR codes for verification.
But here’s an important fact: TOP certificates are not the same as a National Certificate (NC). If you want the industry-recognized NC or Certificate of Competency (COC), you will need to take a face-to-face assessment at a TESDA-accredited center.
TESDA vs. TOP: Why This Matters

TESDA is the government agency that handles technical and vocational training in the Philippines. The TESDA Online Program (TOP) is one of the numerous TESDA programs designed to give Filipinos — including OFWs, returning OFWs, out-of-school youth, jobseekers, and career shifters — free access to online skills training. So, if you don’t have money for classroom training, if you live far from a training center, or if you need flexible learning because you’re working, the TOP courses exist for you. And yes, finishing these courses comes with proof.
What Certificate Do You Get from Finishing the TESDA Online Program (TOP)?
When you complete a TOP course online, you will receive the following:
e-Certificate of Completion
- Automatically generated after finishing all modules
- You must pass the required assessments (usually 80% or higher)
- Downloadable from your account
- Often includes a QR code for employer verification
- Serves as proof of online training
This certificate shows you completed the course — but it is not a professional license and does not automatically qualify you for employment in regulated jobs. Some other digital literacy course platforms offer digital badges, but with TOP, they only issue an e-Certificate of Completion, not badge-style credentials like those private platforms. They are still valid, though.
What About National Certificate (NC) or COC?
Now, this may be confusing, but you have to remember that the e-Certificate you get from completing a TOP course is different from the TESDA National Certificate (NC) and the Certificate of Competency (COC). Also, you’d want to remember that finishing a TOP course does not automatically give you:
- National Certificate (NC)
- Certificate of Competency (COC)
To earn those, you need to not only complete the online course and get an e-Certificate as proof of training, but you also need to:
- Apply for assessment at a TESDA Accredited Assessment Center.
- Pass the hands-on, face-to-face competency exam.
The NC is what many employers look for. The COC is given for specific skill units rather than full qualifications. Simply put, you can think of TOP as your training ground. The digital assessments are the final tests and the hands-on, face-to-face assessment is like the board or bar exams.
How to Get Your TESDA Online Certificate
If you’re ready to download your certificate, here’s what to do:
- Log in to https://e-tesda.gov.ph
- Complete all modules (videos, readings, activities).
- Pass the pre-test, post-test, and final assessment (usually 80% passing score).
- Go to your Profile or Reports section.
- Click “Generate Certificate” once the status says “Completed.”
- Download your e-Certificate.
If your course is not marked completed, double-check unfinished modules.
If you’re already taking a TOP course, finish it. Don’t stop halfway. That certificate might be the small step that opens the bigger opportunities you are looking for in the job market.
