The TESDA Online Program (TOP) mobile app is an application designed by the Technical Education and Skills Development Authority (TESDA) to help Filipinos access free technical and vocational education directly from their smartphones. It was especially designed so OFWs, returning OFWs, out-of-school youth, and adult learners can learn directly from their mobile phones regardless of their busy schedules or unstable internet. To use it, they simply have to create a TOP account, download the app, log in, and start learning without paying fees.

Using the TESDA Online Program Mobile App
The TOP mobile app supports self-paced education, which means learners can control their learning schedule at a flexible pace. As long as the learner’s device meets the system requirements and an account has been registered, users can:
- Log in using the registered email and password or QR code
- View all enrolled courses on the Dashboard
- Enroll in new TESDA online courses
- Read lessons and learning materials
- Watch training videos with audio support
- Take pretests before starting a module
- Answer quizzes and complete course activities online or offline
- Download full modules for offline learning
- Study without internet once courses are downloaded (green cloud icon confirms completion)
- Access free Massive Open Online Courses (MOOCs) for technical and vocational skills development
- Learn anytime and anywhere using a mobile device
System Requirements Before You Install
Before you can use the TOP mobile app, you need to download the app. You may do so if your device meets these requirements:
- Mobile phone with at least 8 GB free storage and 4 GB RAM
- Working audio (speaker or earphones)
- Internet speed of at least 3 Mbps for individual use
For Android users
- App size: around 17–24 MB
- Requires Android 5.1 to 7.0 and up
- Latest version: 4.5.0 (Updated May 16, 2025)
For Apple users
- App size: 71.5 MB
- Requires iOS 11.0 or later
How to Use the TOP Mobile App
To use it, you must:
Step 1: Download the TESDA Online Program App
Go to your mobile app store and search for TESDA Online Program Mobile Application, then install it on your phone.
Step 2: Log In to Your Account
Open the app and log in using either one of these two options:
Option 1: Email and Password
Use the email and password from your registered TOP account or those provided by your teacher or regional office.
Option 2: QR Code Login
This works only if you are logged in to TOP on a personal computer browser. On your pc, go to the TOP mobile app Dashboard, click Profile then Details, then tap the QR code at the bottom right.
In the app, select Scan QR Code and scan to log in.
Step 3: Access and Browse Courses
After logging in:
- Your Dashboard will show the courses you are currently enrolled in.
- To find new courses, tap Site Home and choose a course.
- You can read lessons, watch videos, and follow activities directly on your phone.
Step 4: Download Courses for Offline Learning
Offline access helps users with slow or unstable internet. Simply open a course you are already enrolled in and download the course materials. Once done, you can take pretests, read lessons, watch videos, and answer quizzes even without internet

Some users report slow loading or errors, especially with weak connections. If the app feels slow, switching to offline mode or using the browser version may help.
