T2MIS: TESDA Training Management Information System

T2MIS, or the TESDA Training Management Information System, is an online system used by TESDA to record, manage, and monitor technical-vocational education and training. It stores learner information, training schedules, assessment results, certifications, and even employment updates in one centralized digital platform. Once a learner is registered, the system assigns a Unique Learner Identifier (ULI) that follows them from training to assessment and later to employment.

For learners, OFWs, and out-of-school youth, T2MIS makes TESDA training records easier to track and verify. For training institutions and TESDA offices, it allows faster registration, organized reporting, and accurate monitoring of training, assessment, and certification activities. The system is web-based and can be accessed using computers or mobile devices through http://t2mis.tesda.gov.ph, as long as there is an internet connection.

What Does T2MIS Mean in TESDA?

T2MIS stands for TESDA Training Management Information System. It is a web-based information system developed by TESDA to collect, process, analyze, and share technical-vocational education and training (TVET) data across the Philippines.

Instead of using paper records and disconnected spreadsheets, TESDA uses T2MIS as a single digital database for:

  • Learner profiles
  • Training schedules
  • Assessment results
  • Training certificates
  • Employment information after training

This system is connected to the TESDA website so selected public information can also be viewed online.

Why TESDA Uses T2MIS

TESDA introduced T2MIS to improve how training data is handled nationwide. Before T2MIS, records were often delayed, duplicated, or incomplete. With this system, TESDA offices and training institutions can monitor programs in real time and avoid problems such as duplicate or “ghost” trainees.

According to TESDA Circular No. 2 s. 2017, T2MIS is a back-office application used to monitor training, assessment, and certification results and to strengthen monitoring of scholarship and regular programs.

What Is the Unique Learner Identifier (ULI)?

One of the most important parts of T2MIS is the Unique Learner Identifier (ULI).

  • It is a 14-digit alphanumeric code
  • It is generated the first time a learner’s profile is encoded
  • It is permanently assigned to the learner

The ULI is used to track a person’s progress from
training to assessment, certification, and employment. This is especially helpful for OFWs and returning OFWs who may train in different places at different times.

Who Uses T2MIS?

T2MIS is used by different groups within the TESDA system:

  • Learners and Trainees
    • Students enrolling in TESDA training
    • Scholarship applicants
    • OFWs and returning OFWs
    • Out-of-school youth and adult learners
  • Institutions and Offices

What Can You Do Inside T2MIS?

Some of the things you can do via the T2MIS, include:

1. Add Training Schedules

Training institutions encode every training schedule they conduct. This includes:

  • Qualification or course
  • Trainer
  • Training dates and hours
  • Number of training days
  • Additional remarks

This allows TESDA to see when and where training is happening.

2. Register Learners

Learner registration means encoding a student’s personal details into the system.

Before registering, staff must search first to check if the learner already has a ULI. If found, the existing profile is used.

If not found, a new profile is created using the learner’s:

  • Full name
  • Birth details
  • Address and contact information
  • Optional parent or guardian details

Only learners aged 12 years old and above can be registered.

3. Enroll Learners in Training

Once registered, learners are enrolled into a specific training schedule.

During enrollment, the system records:

  • Civil status
  • Educational attainment
  • Client type
  • Employment status before training
  • Scholarship information
  • PWD status, if applicable

This creates a clear record of the learner’s situation before training starts.

4. Update Training Results

After training ends, institutions update each learner’s result:

  • Completed
  • Not completed
  • Dropped out
  • Removed

These results are stored in the learner’s permanent record.

5. Update Mandatory Assessment Status

For qualifications with training regulations, assessment is required.

After assessment:

  • The assessment reference number is recorded
  • The system updates the learner’s status
  • This step is needed before certification

6. Update Employment Status

After training and assessment, institutions can update whether a learner is already employed.

The system records:

  • Date employed
  • Occupation
  • Employer name and address
  • Worker classification
  • Monthly income range

This helps TESDA monitor training outcomes.

Digital Certificates in T2MIS

T2MIS also handles training certificate generation.

Once a learner is marked as “Completed”:

  • Certificates are generated automatically
  • Electronic signatures are attached
  • QR codes are included for verification

This allows employers to verify certificates online and reduces manual paperwork.

Public Features and Special Portals

T2MIS also supports:

  • Public search for accredited assessment centers
  • Listings of certified assessors
  • TESDA Abot OFW registration links for OFWs and their families
  • Dashboard views showing enrollment, graduates, and certification statistics

How to Access the T2MIS Portal

The system can be accessed at http://t2mis.tesda.gov.ph

To log in, users must have an assigned account:

  • TESDA Regional and Provincial Offices receive accounts from LMID-Planning Office
  • TVIs and Assessment Centers receive accounts from TESDA Provincial Offices

The system works on:

  • Computers, laptops, tablets, and mobile phones
  • Browsers such as Chrome and Firefox
  • Windows 7 or higher
  • At least 4 GB RAM and a stable internet connection

First-time users must agree to a non-disclosure agreement before accessing the dashboard. You also need to:

  • Coordinate with your TVI or TESDA office (for learners)
  • Make sure your personal details are correct during registration
  • Keep your ULI safe
  • Check that your training and assessment results are updated after completion

Fees and Charges

There are no fees to use T2MIS itself. T2MIS is a TESDA system, and learners do not pay anything to get a Unique Learner Identifier (ULI), be registered, be enrolled, or have their records encoded in T2MIS. However, some TESDA-related activities may still have fees, depending on the program and situation. 

You also do not need to pay for:

  • Updating training results
  • Updating assessment and employment status
  • Generation of training certificates inside T2MIS
  • QR code and electronic signature on certificates

Some of the things you may need to pay include:

1. Training Fees

  • Some private TVIs may charge tuition or training fees
  • TESDA scholarship programs usually cover these costs

2. Assessment Fees

  • National Certificate (NC) or assessment fees may apply
  • Often free for scholars, paid for walk-in applicants

3. Replacement or Reprinting Costs

  • If you request a reprint from a training institution, there may be a minimal fee
  • Digital records in T2MIS remain free

For OFWs and Returning OFWs

  • Registration through TESDA Abot OFW is free
  • Training may be free if covered by a scholarship
  • Assessment fees depend on the program and eligibility
